What India’s New Skilling Blueprint Actually Says.

Scale has been achieved. Outcomes have not.

In August 2026 NITI Aayog released Reimagining Skilling for Viksit Bharat@2047. It is not a scheme announcement. It is a structural diagnosis of why India's skilling system produces enrolment without capability, and a blueprint for what should replace it. We read it in full because it is the most rigorous public account we have seen of the problem we work on every day: the distance between what people are taught and what industry actually requires.

Three numbers carry the report. ₹34,000 crore allocated to skilling across central ministries in FY 2025-26. 7.67 crore individuals formally skilled since 2014-15. And 8.25 per cent of graduates working in roles aligned to their qualification. Enormous investment, enormous reach, and an outcome gap that neither has closed.

This reading sets out the five structural barriers the report finds recurring across every learner segment, the five core reforms and four system enablers it proposes, and the three principles underneath the whole architecture - non-linear pathways, skilling as a lifelong process, and outcomes rather than certificates as the measure of success. It then maps those findings against what aFactor has built, including where we do not match.

The report's dominant financial finding is that quality skilling is priced out of reach for the people who need it most. We are premium by design. We are answering the report's quality problem, not its access problem, and we would rather say so than let a table imply otherwise.
